For fleets that adapt to the rules early, these zones are not a filter but an opportunity to differentiate: being able to deliver at hours and on streets competitors cannot enter is a commercial edge. Quiet electric cooling opens the door to night deliveries; a clean-vehicle certificate scores points in corporate customers' procurement specifications. Preparation costs money; being unprepared costs more.
