What Is ADR? The Basic Rules of Dangerous Goods Transport

Fuel, LPG, industrial chemicals and hundreds of other products are transported by road every day; the name of the international framework that keeps this transport safe is ADR. This agreement concerning the international carriage of dangerous goods by road, although born in Europe, today forms the basis of national legislation across a wide geography, including Turkey.

The Logic of the System: Classify the Risk, Match the Precaution

At the heart of ADR regulation lies classification: every dangerous substance is assigned to a class according to the primary hazard it poses (flammable liquid, pressurised gas, corrosive, toxic, etc.) and identified by a substance number. This class determines, in a chain, the packaging, the tank, the vehicle equipment, the labelling and the transport conditions.

Four Basic Pillars

  • Vehicle and tank: Dangerous-goods tankers are built to an approved design and prove their conformity through periodic inspections
  • Equipment: From fire extinguishers to warning placards, safety equipment matching the class carried is present on the vehicle
  • Documentation: The transport document, written instructions and vehicle approval certificates are the trip's identity
  • People: Drivers are certified through special training; businesses work with a dangerous-goods safety adviser

From a manufacturer's viewpoint, ADR is not bureaucracy but an engineering specification: every detail, from the tank's material to the valve type, from the electrical installation to the braking system, is defined according to the risk of the substance to be carried. A tanker built to the rules is not merely one that passes inspection; it is one that keeps its load contained even on the worst day.
